You're off to a fair start. First thing that is probably easiest to fix is the way you color. When coloring hair, make the lines flow with the direction of the hair. With anything else, all lines should go in the same direction. It makes it all look smoother and more finished. Also, shading adds a lot to a picture.
The pose is slightly static. They are standing too far apart, and not much emotion is shown besides the blush with them standing straight up and down and touching in so few places. Such an intimate moment would have them touching more or at least be much close to each other.
Sasuke's head is quite large while your character's head seems to be quite thin. Matching the sizes will make the picture seem a bit more pleasing to the eye. I also recommend studying proportions, especially between the head and the rest of the body.
Please don't be mad at me for giving you so criticism. It was not meant to be hurtful in any way, I am merely trying to help. I hope you will continue to draw and grow and I may peek in on your work once in a while to see how you improve over time.

There are a million Sasuke fangirls out there, I happened to be one. I'm not anymore but I have rights to state my opinion. If I liked him I could say "OMFG I LOVE SASUKE!" And I should be able to say that without having people like you go "SHUT THE FUCK UP! SASUKE'S NOT REAL!" We all know he's not real, but they should be able to fantasize over him anyway.
I'm finished. Go back to your miserable flaming.
